Remember that saving as a PDF in Photoshop retains layers by default, even if you've flattened the image before saving. If you want to make sure the PDF is flattened, ensure that you've flattened the image before saving, and you can confirm this by checking the Layers panel to see if there is only one background layer. Always keep a backup of your original Photoshop document before making significant changes or exporting to a different format. If you need to maintain the ability to edit the content in the future, make sure to keep a copy of the original Photoshop (.psd) file.
