I don’t have an official list of UTL-specific peers, but usually use UT's "National Comparison Group": https://reports.utexas.edu/reporting/publications/national-peer-institutions . I often add A&M from the extended group, too.
I've also seen people use the top 20 ARL-ranked libraries as a comparison group, too, which ends up with a similar list but also includes private institutions (see below). It kind of depends on what you're trying to look at, and if you're trying to be more aspirational or more realistic.

We are ranked #12 in the 2014-15 Association of Research Libraries' Library Investment Index; 7th among public institutions.
We're just beginning to gather statistics for our last fiscal year, so the specific numbers on page 13 of the 2015 annual report Travis wrote (http://www.lib.utexas.edu/d7/sites/default/files/vprovost/libs-annualreport-2015.pdf) are probably the most up to date information we have at the moment.
I can create all kinds of different comparisons and lists based on our ACRL statistics (things like numbers of books, circulation counts, reference transactions, etc). What do you think would be compelling in this case?
