Course Credit (36 hrs > 80%, 15 hr, PI > 4)

Here is the credit policy for the Online Course:

> 80% -> 36 hours CPE credit

PI >= 4 -> 15 hours.

 The PI is just the sum of the number of quiz's that a teacher takes.  We require that they take the diagnostic Quiz, so if they take the diagnostic quiz and 3 others we would award 15 hrs of CPE Credit.

Once the course is complete we will create a list of users and the credit hours and Garner will import it.
