Who is the Survey Coordinator? Who should be assigned as the Survey Coordinator? (Applies to all survey types)
For all types of surveys, the key point is that the Survey Coordinators knows the management organization, understands the CII PAS requirements, and knows who to contact in order to obtain necessary information/data.
- For Maintenance Surveys, the Survey Coordinator is a person that is part of the Maintenance management organization and may have, for instance, one of the following roles: Maintenance Manager, Superintendent, Planner, Scheduler, or an Engineer.
- For New Projects, the Survey Coordinator is someone who is part of the project management team including, for instance, Project Manager, Project Controls, and Quality Controls.
- For Turnaround surveys, the Survey Coordinator is a person that is part of the Turnaround management team and, preferably, is also familiar with or is part of the plant Maintenance organization (if a Contractor is working in a Turnaround but is not a company that works on the normal maintenance of the plant, then the Survey Coordinator will not be part of the plant's maintenance team).
What is the different between centralized and area organization?
Area means that the there is a different management organization (or manager) for each unit (or area) of the plant. Does this help?
Area and unit are used as synonyms. These are the cases where different units in the plant have different organizations working on their maintenance, and the decisions and day-to-day work, preventive maintenance, emergency work, etc., are handled within the area. This may be evident by the specific assignment of technicians to specific areas. In a centralized organization, the management organization in central and the planning and scheduling of maintenance work is performed centrally.
Input Section
Should a Maintenance supervisor or foreman participate in the input survey? (Applies to the Maintenance and Turnaround surveys)
Yes, supervisors can be included in the management team set up in the input section. The key point here is to include all people that can contribute to a higher level assessment of the management team. Since the supervisor is in charge of directing a group of employees, he is the direct representative of the management organization and should be able to provide valuable feedback on the implementation of policies and procedures. In Singapore, we recommend adding supervisors and above in the input survey team - excluding foreman.
Output Section
Should foreman's work hours be included? (Applies to all survey types)
As a rule, the foreman's work hours should be included - this assumes that the foreman is directly managing/supervising the direct work. In the U.S. version of 10-10 for New Projects, Foreman's hours are considered direct work and should be counted.
